International Consultant – SOP Development for Migrant Support in Georgia

About the role

The International Organization for Migration (IOM) seeks an experienced International Consultant to design and develop Standard Operating Procedures (SOPs) that will enhance migrant support, protection and access to rights in Georgia. The assignment is remote with periodic travel to Tbilisi for stakeholder consultations.

Key responsibilities

• Analyse existing migration governance frameworks and identify gaps in migrant registration, rights awareness and service access.
• Engage with government agencies, NGOs and migrant communities to gather requirements for SOPs.
• Draft, review and finalise SOPs covering legal presence registration, employment verification, rights communication and grievance mechanisms.
• Facilitate workshops and training sessions to ensure SOP uptake by relevant authorities and service providers.
• Provide recommendations for sustainable implementation and monitoring of the SOPs.

Required profile

• Advanced degree in migration studies, public policy, law or a related field.
• Proven experience in developing SOPs or policy guidelines for migration or humanitarian programmes.
• Strong understanding of migrant protection issues, ethical recruitment and rights‑based approaches.
• Excellent analytical, writing and stakeholder‑engagement skills.
