National Consultant – SOP Development for Migrant Support in Georgia

About the role

The International Organization for Migration (IOM) seeks a National Consultant to design and draft Standard Operating Procedures (SOPs) that will strengthen support, protection and access to rights for migrants in Georgia. The consultancy will run for 30 working days within a three‑month period (September‑December) and is based in Tbilisi.

Key responsibilities

• Develop comprehensive SOPs aligned with recent amendments to Georgia’s Labour Migration Law.
• Analyze existing migrant support mechanisms and identify practical barriers to registration, rights awareness, and service access.
• Collaborate with governmental, inter‑governmental and civil‑society partners to ensure SOPs are rights‑based and operationally feasible.
• Produce guidance documents that address language barriers, procedural navigation and access to remedies for exploitation or discrimination.
• Provide recommendations for integrating SOPs into the broader “Building Resilient Futures for Migration‑Prone Populations in Georgia (REforM)” project.

Required profile

• National of Georgia with proven experience in migration policy, protection frameworks or related fields.
• Familiarity with Georgian migration legislation and institutional structures.
• Strong analytical and drafting skills, with ability to translate policy into practical procedures.
• Excellent communication skills in English and Georgian.
