International Consultant – SOP Development for Migrant Support in Georgia

About the role

The International Organization for Migration (IOM) seeks an experienced International Consultant to design and develop Standard Operating Procedures (SOPs) that strengthen migrant support, protection and access to rights in Georgia. The assignment is remote with periodic travel to Tbilisi for stakeholder meetings, covering September to December 2026.

Key responsibilities

• Analyse existing migration governance frameworks and recent legislative changes in Georgia.
• Draft clear, rights‑based SOPs for migrant registration, employment verification, and access to services.
• Coordinate with government agencies, NGOs and IOM teams to ensure SOPs are aligned with national policies.
• Facilitate stakeholder workshops and incorporate feedback into final documents.
• Provide recommendations for implementation, monitoring and continuous improvement of the SOPs.

Required profile

• Proven experience in migration policy, protection or related consultancy work.
• Familiarity with Georgian labour migration law and recent amendments.
• Ability to work independently in a remote setting while travelling for meetings.
• Strong analytical and report‑writing skills.
