National Consultant – Migration Data Systems Specialist

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to support its Mission in Georgia. The consultant will lead a focused assessment of the Unified Migration Analytical System (UMAS), working closely with the Public Service Development Agency, data‑owning institutions and end‑users to evaluate current effectiveness, trust and technical performance.

Key responsibilities

• Conduct a current‑state and effectiveness assessment of UMAS.
• Engage with PSDA/SCMI, government agencies and data users to gather requirements and feedback.
• Identify priority use cases and recommendations from the standardized EMD migration data methodology that are applicable to UMAS.
• Prepare technical requirements and actionable recommendations for the implementation and assurance roadmap.
• Focus on integrating foreign‑student analytics and foreign‑migrant‑worker data into the system.

Required profile

• Proven experience in migration data systems or similar analytical platforms.
• Familiarity with standardized migration data methodologies (e.g., EMD).
• Experience collaborating with government agencies and international organizations.
• Strong analytical, reporting and stakeholder‑engagement skills.
