Consultant – Migration Data Integration for Population Registry

About the role

The International Organization for Migration (IOM) seeks an international consultant to support its mission in Georgia. The consultant will assess migration data needs for the upcoming Population Register and develop actionable recommendations to mainstream migration data in line with international standards.

Key responsibilities

• Review the current migration data system and identify gaps and standardisation needs.
• Develop a comprehensive, disaggregated methodology for migration data collection, including gender analysis.
• Prepare a roadmap for the Public Services Development Agency (PSDA) to integrate the methodology into the Unified Migration Register.
• Facilitate capacity‑building workshops for relevant stakeholders.
• Coordinate with government institutions and IOM teams to ensure alignment with policy objectives.
• Deliver a final report with recommendations, tools, and implementation guidelines.

Required profile

• Advanced degree in demography, statistics, public policy, or a related field.
• Proven experience in migration data analysis, population registers, or data governance.
• Demonstrated ability to work with government agencies and international organisations.
• Strong analytical, writing, and presentation skills.
• Fluency in English; knowledge of Georgian context is an advantage.
