International Consultant – Migration Data Integration for Georgia

About the role

The International Organization for Migration (IOM) seeks an experienced consultant to support the development of recommendations for mainstreaming migration data into Georgia’s Population Registry. The assignment will run from 1 October 2026 to 31 July 2027 and is based in Tbilisi.

Key responsibilities

• Assess current migration data systems and identify gaps for the future Population Register.
• Develop a comprehensive, standardized methodology for collecting disaggregated migration data (sex, age, nationality).
• Produce a roadmap for the Public Services Development Agency to integrate the methodology into the Unified Migration Analytical System.
• Draft recommendations for Geostat to embed migration‑related data elements into the Population Registry.
• Facilitate capacity‑building workshops for stakeholders on migration data collection, management, and gender analysis.
• Design a coordination framework for migration data exchange among Georgian institutions.

Required profile

• Proven experience in migration data analysis, population registers, or related statistical systems.
• Familiarity with international data standards and best practices.
• Strong analytical and policy‑development skills.
• Experience working with government agencies and multi‑stakeholder environments.
