About the role
OpenGov is seeking a Talent Enablement Manager to design, develop, and deliver learning experiences that build capability across the organization. The role partners with subject‑matter experts and business leaders to create leadership programs, onboarding, and role‑specific training that drive performance and support the company’s mission of more effective, accountable government.
Key responsibilities
- Partner with SMEs and leaders to identify capability gaps and design targeted learning solutions, including leadership, manager development, onboarding, and role‑specific training.
- Own end‑to‑end development and delivery of learning programs, from needs analysis and content design through facilitation, iteration, and measurement.
- Create engaging e‑learning modules and blended experiences using authoring tools and digital platforms, ensuring accessibility, scalability, and high quality.
- Facilitate in‑person and virtual training sessions for individual contributors and managers, adapting delivery style to audience needs.
- Consult with HR business partners and business units on team‑specific enablement needs, acting as a strategic thought partner.
- Manage multiple concurrent projects with clear timelines, stakeholder communication, and delivery accountability.
- Measure learning effectiveness through assessments, surveys, and business outcome tracking, using insights to continuously improve programs.
- Stay current on learning trends, instructional design best practices, and emerging tools—including AI—and propose innovative approaches.
Required profile
- Strong consulting mindset with the ability to translate business needs into effective learning solutions.
- Proven experience designing and delivering leadership, onboarding, and role‑specific training.
- Excellent project management skills, able to handle multiple initiatives simultaneously.
- Data‑driven approach to evaluating learning impact and iterating programs.
- Passion for people development and continuous improvement.
Required skills
- Experience with e‑learning authoring tools and digital learning platforms.
- Ability to design AI‑powered workflows to enhance learning impact.
- Strong facilitation skills for both virtual and in‑person sessions.
- Proficiency in measuring learning effectiveness using assessments, surveys, and business metrics.
