Proposal Manager

About the role

SMEC, part of the Surbana Jurong Group, is looking for an experienced Proposal Manager to be based in Tbilisi, Georgia. The role will own the end‑to‑end development of Expressions of Interest, tenders and full proposals for projects across Georgia, Eastern Europe and Central Asia, supporting the growth of the regional consulting practice.

Key responsibilities

• Lead the complete proposal lifecycle from opportunity identification through to final submission.
• Coordinate the preparation of EOIs, technical proposals, financial bids and supporting documentation.
• Ensure compliance with client procurement requirements and SMEC governance procedures.
• Manage relationships with technical teams, joint‑venture partners, sub‑consultants and external advisors.
• Prepare and administer sub‑consultancy, NDA, teaming and JV agreements.
• Maintain and update the regional CV database and evaluate CVs against TOR requirements.
• Negotiate consultant availability and fee rates and ensure timely submission of all bid components.
• Drive continuous improvement of proposal quality, workflows and bid processes.

Required profile

• Bachelor’s degree in Engineering, Business Administration or a related discipline.
• Minimum 8 years of experience in proposal management, bid coordination or tender preparation, preferably within engineering consultancy or infrastructure sectors.
• Proven experience managing multi‑country bids and coordinating geographically dispersed teams.
• Experience with joint‑venture coordination, sub‑consultancy agreements and compliance requirements.
